The 2025 Human Development Report, titled A Matter of Choice: People and Possibilities in the Age of AI, places philosophy at the heart of global policy. In its chapter analysing algorithmic power, the UNDP report draws on Professor Seth Lazar’s taxonomy of “power over, between, and through” algorithmic systems. His concept of the “algorithmic city” is used to frame how AI platforms reshape social relations, while his recent work on automatic authorities, legitimacy, and frontier AI ethics informs discussions on recommender systems, ‘hypersuasion’, and democratic governance. Multiple publications by Professor Lazar are cited throughout the report, underscoring the global relevance of his research.
